A wonderful knitter who is currently working on this vest messaged me on Ravelry about the Smocking pattern for the collar. Apparently, when I prepared two different instructions for the pattern and decided to go with just one, I left a part of the other instructions on there. So for the Smocking Row, please discard these simple three words: "slip 6 sts." The rest of the instructions is correct.
